"Walter Hewitson Brown, Esq., Chief Inspector under the Children and Young Persons (Scotland) Act."

Walter Hewitson Brown studied Medicine at Daniel Stewart's College before attending Officer Training Corps Medical from Oct 1910 to Sep 1914, appointed Cadet Sergeant with the Royal Army Medical Corps and attached to the Scottish Horse Brigade Field Ambulance as Quarter Master Sergeant from Sep 1914, made Sergeant-Major with the 3rd Highland Field Ambulance in Mar 1915, promoted to Lieutenant with the Army Service Corps in July 1915, entering France on 19 Mar 1917 and made Captain in Mar 1919, serving with the 64th Highland Division Train and 21st Motor Transport Reception Park.
