Francis Percival Saunders was born in Heston, Middlesex on 18 Sep 1881 and was appointed Midshipman with the Royal Navy on 15 Jan 1898, serving as Midshipman aboard H.M.S. Doris during the Boer War, promoted to the rank of Lieutenant on 30 Sep 1903, serving aboard H.M.S. Duncan during the Messina Earthquake crisis of 1908, found to be at fault in an accident that befell a skiff belonging to H.M.S. Pelorus on 29 Nov 1911.
Saunders was relieved in command of H.M.S. Circe in June 1915 on account of the discipline in that ship.
Promoted to the rank of Lieutenant-Commander on 21 July 1915, Saunders commanded the Slava; part of the Caspian Sea force.
The Slava's ill state of repair rendered her unable to take part in the Battle of Alexander Fort on 22 May 1919.
