Description

The Honorable James David Palmer held the office of Member of the Legislative Council (M.L.C.) and lived in Bloemfontein, Orange Free State, South Africa. He was father-in-law to Colonel William Kaye Legge, Essex Regiment.

Only 580 of these medals were awarded to military and civilian principals who took part in the ceremonies to establish the Union of South Africa from the unification of the former colonies of the Cape of Good Hope, Natal, Transvaal and Orange River Colony.
